What is the difference between a Minor Subdivision and Land Development?
Minor Subdivision generally involves dividing land into a small number of lots with little or no new
construction or infrastructure. These applications are typically limited in scope.
Land Development involves construction or site improvements such as buildings, parking areas, access
drives, stormwater facilities, utilities, or grading. Because these projects may affect traffic, drainage,
utilities, and public safety, they require a more comprehensive review under the Township’s Subdivision
and Land Development Ordinance (SALDO).
Correct classification matters because it ensures that all required engineering, stormwater, access, and infrastructure considerations are properly reviewed before construction. Reviewing a project under the appropriate category helps protect neighboring properties, roadways, and public infrastructure, and
ensures the Township follows its ordinance requirements consistently and fairly.
Applying the correct review process also helps the Township avoid situations where a decision could be
challenged on the basis that required ordinance procedures were not followed. Using the appropriate
classification supports transparency, consistency, and helps reduce potential exposure to unnecessary
legal costs.
